An Introduction
As part of our work on the issue of the UFO (UAP) phenomenon and the existence of Extraterrestrial Life, our New Paradigm Institute, in partnership with Ubiquity University, is offering an Academic Certificate Program in “History, Law, Politics and Technology of Unidentified Anomalous Phenomena” that can be transferred to Ubiquity University for a graduate Master and/or PhD degree in “Extraterrestrial Studies.” This is a groundbreaking partnership and marks the first academic degree program in Extraterrestrial Studies in the world.

This 4 week course will cover the two volume book Dolan has written on UFOs and the National Security State which details year by year, beginning in 1945, the number of UFOs sighted. We will also dive into the evidence gathered, the cover ups engaged in by the US and other governments, the people marginalized and persecuted for insisting on the reality of UFOs. Finally we will discuss the inexorable momentum toward UFO Disclosure.

The 4 week course looks at speculations Dolan and others have made concerning who the aliens are, what they are doing here, why they came, and how they are perceiving humankind. The course will also speculate on human affairs “after disclosure,” which is the subject of Dolan’s recent books A.D. After Disclosure and Alien Agendas.

This 4-week course will provide a logical process you can use for assessing the motive, intent and involvement of non-human intelligence (NHI) in our world. With this we will explore the evidence and capabilities available for making an accurate assessment of who these beings are, what they are doing and what their overall agenda is in making contact with the human species. This course will examine the impact these agendas may have on disclosure and the alternate pathways available for gaining insight into this topic

Familiarise you concerning the history of UFO sightings and interactions since 1945 and the political response on the part of the U.S. Congress and US President to the stunning public testimony of officials from deep within the U.S. Defense Department and Intelligence Community finally acknowledging the possession by the U.S. Government of “Non-Human Spacecraft” and “biological evidence of a Non-Human Intelligence” that appears to be the source of UFO (UAP) vehicles.

Prepare you to transfer your Academic Certificate to Ubiquity University for full credit toward a graduate Masters and/or PhD degree in “Extraterrestrial Studies.” Once accepted by Ubiquity, you will complete a Ubiquity Certificate on ”Extraterrestrial Awareness and Communication” and write a dissertation for your chosen degree.
Academic Certificate Program
Our New Paradigm Institute is offering this Academic Certificate Program with Ubiquity in light of recent legislation by the US Congress, signed into law by President Biden in December 2023, mandating that all Government agencies and Government contracting corporations turn over all their UFO related material and information to the National Archives of the Library of Congress with the specific intent to disseminate the information to the public. UFOs are now officially referred to as “Unidentified Anomalous Phenomena (UAP).
The new legislation initiates a disclosure process to reveal to the world much of the information that has been concealed by the U.S. Government and contracting defense aerospace corporations about The UFO (UAP) phenomenon since 1945.
We Are Not Alone
This is arguably the most consequential legislation in history. The US Government is now in the process of releasing to the world incontrovertible evidence revealing its possession of non-human origin spacecraft and also non-human origin biological evidence retrieved from these vehicles that demonstrate conclusively that we are not alone in the universe, that Extraterrestrial Intelligences actually exist, and that such non-human intelligent species are currently present and operating on planet Earth.
The UAP Disclosure
The New Paradigm Institute will interface with the US Congress as it collects all available material on UAP in the possession of Government agencies and defense corporations and releases it to the public. Its Washington, DC office will help facilitate the release of this information and also work to catalyze public debate and concerted action designed to ensure benign and mutually beneficial contact with any and all Non-Human species associated with UAP and with any potential galactic systems and values represented by these Beings.
We intend to build a global coalition of groups that will participate in releasing the information with the shared collective intent of ensuring that the narrative that emerges about the ETs is positive and constructive.

The goal of the New Paradigm Institute is to provide credible and responsible information to the public about the UFO/UAP phenomenon. NPI attorney Dan Sheehan and UFO historian Richard Dolan, experts in this field, are developing classes for the public on the laws, policies, and history of this phenomenon.
The Romero Institute is contracting with the globally accredited Ubiquity University to carry NPI’s classes on their platform for credentials – MAs, and PhDs. Any income that accrues to NPI from these classes will support the nonprofit work on behalf of the public.
